Agnieszka Gładysz

Director of the Department of Strategy and Analysis Office of Electronic Communications

Ms Agnieszka Gładysz is the Director of the Department of Strategy and Analysis in the Office of Electronic Communications (UKE) in Poland. She graduated in economics from Wrocław University of Economics and in competition law from the Institute of Law Studies of the Polish Academy of Sciences. Ms Gładysz also completed a one-year management program for business leaders from the ICAN Institute.

Ms Gładysz holds the responsibility for analyses of the state of the Polish telecommunication market and regulatory projects assessments for the President of UKE. She manages projects relating to the adoption of emerging technologies, implementation of EU regulations, and necessities of market interventions considering a multistakeholder approach.
The Department she manages prepares UKE President’s strategy and monitors its implementation. Ms Gładysz is an expert of BEREC working groups regarding market analyses as well as establishing and funding of the NGN infrastructural projects. She is responsible for cooperation between UKE and the European Commission in respect of data collection, benchmarking as well as relevant markets designation. Ms Gładysz has been involved in the implementation and monitoring of RLAH provisions. Currently, she cooperates closely with the European Commission in establishing the toll rate model for FTR and MTR.
With more than 10 years’ experience in telecommunications and business analysis, Ms Gładysz leads analytical works for the Operational Programme Digital Poland. She is equally responsible for data gathering from national telco providers and management of various open mapping solutions for an inventory of the telco infrastructure.

Arthur Keleti

Arthur Keleti, cyber-secret futurist, is widely respected around the world as an expert on cybersecurity, and a visionary in his field. He is the founder of the long-running East-European cybersecurity grand conf-expo ITBN. Arthur is also the President and founder of the Voluntary Cyber Defence Collaboration, and he works for T-Systems Hungary as IT Security Strategist since 1999. He is the author of "The Imperfect Secret" a book on cyber-secrets, and the future of AI-based privacy. He is also an Executive Producer of the movie SIGHT: Extended, a stunning, Augmented Reality themed Sci-Fi thriller in the making.

Dániel Berzsenyi

Daniel Berzsenyi graduated from the National Defense University, Budapest in Security and Defense Policy with majors in Emerging Security Studies. Since 2011, Mr Berzsenyi served as a security policy analyst at the field institute of the Ministry of Public Administration and Justice.
In this capacity, he assembled field studies, executive summaries and security and defense policy evaluations for the ministerial administration. Currently, Mr Berzsenyi is a PhD candidate at the Military Science Doctoral School at the National University of Public Service and writes his thesis with a focus on central-european cyber security issues. In 2016, Mr Berzsenyi was a visiting doctoral researcher at Tallinn University of Technology. During the spring of 2017, Mr Berzsenyi contributed to the preparation of the 2nd Cyber Security Strategy of Hungary as a member of the responsible working group and during the autumn participated in the first cyber security tabletop exercise of the OSCE as a moderator. Before 2018, Mr Berzsenyi served as a senior cyber threat intelligence analyst in the financial industry. From the beginning of 2019, he is the co-founder and chief executive officer of an Estonian based cybertech start-up that focuses on the cyber awareness and preparedness of the non-technical employees across organizations.
Since 2016, Mr Berzsenyi is continuously contributing to the annual National Cyber Competition as a founder and competition director in order to discover the cyber leaders and talents of the future for the public and private sectors.

Elena Dodonova

Elena works on a variety of human rights issues arising in the field of internet governance, in particular those related to freedom of expression on the internet. She is involved in the Council of Europe's standard-setting work in the relevant field.

Professional lawyer since 2004, Elena holds master's degrees in civil law form Kazan Federal University (the Russian Federation) and in human rights law from the University of Strasbourg. Her previous professional experience includes work in the executive and legislature, and from 2011 to 2016 – in the European Court of Human Rights.

Ervin Kajzinger

Ervin Kajzinger is director of International Affairs and Strategy at the National Media and Infocommunications Authority (NMHH), Hungary. In this capacity, Ervin is involved in several European co-operations of regulatory authorities such as BEREC, ERGA and ERGP. He is responsible for the activity of NMHH in international organisations including the ITU and the OECD.

He also serves as co-chair of BEREC's Regulatory Framework Working Group and alternate member of the Board of Regulators.

Prior to this position, he worked in several ministries in Hungary where his primary role was development of ICT policies and strategies. He was one of the vice-chairs of the ICCP Committee of the OECD. Before serving in the public administration he worked as a consultant at Deloitte.

Fanny Hidvégi

Fanny Hidvegi (@infofannny) is Access Now’s Europe Policy Manager based in Brussels. She develops Access Now's European policy strategy and manages the EU office. Fanny got appointed to the European Commission's High Level Expert Group on Artificial Intelligence, she serves on the board of the Hungarian Civil Liberties Union (HCLU), and she is a Marshall Memorial Fellow (2019-20). Previously, Fanny was International Privacy Fellow at the Electronic Privacy Information Center in Washington, D.C. where she focused on E.U.-U.S. data transfers. For three years Fanny led the Freedom of Information and Data Protection Program of the HCLU where she engaged in strategic litigation with journalists and other NGOs, participated in the fight against the national data retention law in Hungary, and promoted privacy enhancing technologies. There, she gained experience on how to operate as a human rights advocate in a restrictive environment. Fanny also worked as a consumer protection lawyer both in the public and the private sector. She has a law degree from Eötvös Loránd University Budapest and she spent one academic year at the University of Florence.

Gabriella Cseh

Currently, Gabriella covers public policies and regulatory relations of Facebook in the CEE region, focusing on issues related to data protection, privacy, human rights and Internet, freedom of speech and hate speech related issues, digital market, internet safety, the open Internet, and more broadly the social value generated by Internet-related services. Prior to joining Facebook, she was the executive director of Hungarian Public Service Radio for four years and the external relations director for PanTel Telecommunications Ltd for seven years. Gabriella has also served as a diplomat and a civil servant and is also a lawyer.

Gergely Gosztonyi

Dr. Gergely Gosztonyi (Ph.D.) is a Hungarian lawyer and media researcher. Having graduated in 2003 from the Faculty of Law at Eötvös Loránd University (ELTE) Budapest, now he is teaching at the same place ever since. Meanwhile, he obtained a Ph.D. in Media Law. Among others, one of his research fields is censorship, alternative media and the liability of intermediaries. He studied sociology and political sciences for one year in Finland and media law for half a year in Denmark. Between 2000-2004, he was the office coordinator of the Hungarian Federation of Free Radios and between 2004-2006 he was the managing director of Civil Radio FM98, a community radio in Budapest. Between 2010-2017, he was the Head of the Rector's Cabinet of Eötvös Loránd University. He is a member of the European Communication Research and Education Association (ECREA) and Community Media Forum Europe (CMFE). Since 2015, he is the coach of the Hungarian Team for the yearly Monroe E. Price Media Law Moot Court Competition.

Ivett Paulovics

Ivett Paulovics is a lawyer in both Italy (avvocato) and Hungary (ügyvéd), specialized in intellectual property law, new technologies and alternative dispute resolution.
She is a UDRP (Uniform Domain Name Dispute Resolution Policy) Panelist and a URS (Uniform Rapid Suspension System) Domain Dispute Case Manager. Previously, she has also been an .it Domain Dispute Panelist (2009-2016). She is now a member of the Internet Committee of European Communities Trademark Association (ECTA) since 2018 and a member of Internet Corporation for Assigned Names and Numbers (ICANN) Review of all Rights Protection Mechanisms (RPMs) in all gTLDs Policy Development Process Working Group since 2016. She is a regular speaker at international conferences on alternative dispute resolution in Internet issues and has attended several ICANN meetings since ICANN 50 London (2014), as well as IGF Italy Bologna (2017) and Rome (2018).

János Zsakó

Between 2011 and 2014, János was Development Director, and since October 2014 he is the Managing Director of ISZT Nonprofit Kft., the .hu ccTLD registry. Throughout his professional career, János contributed to the DNSSEC deployment and to elaborating a hardened and reliable environment for authoritative secondaries for .hu.

Between 2005 and 2011, as the Technology Director of 3C Kft (Budapest, Hungary), he managed to acquire a vast experience in satellite communications, network security, Internetrelated services like DNS, mail and routing. 3C offered Internet access services over ADSL countrywide and over microwave in the Budapest area. Between 1998 and 2005, János was the Technical Director at BankNet. He joined this data communication service provider in 1992. BankNet was a pioneer in offering commercial Internet services in Hungary from 1994 by taking transit services from Pipex UK.

János attended most of the RIPE meetings since RIPE 21, Rome. He was a member of the editorial committee of the RIPE address policy document ripe-136. As a member of the Database Security Task Force, he summarized the results in RFC2726. Later, he was a member of the RIPE Data Protection Task Force, and a member of the ad-hoc group for DNS WG 67.1. He gave a presentation on IPv6 penetration in Hungary at RIPE 68. In 2017, János acted as host for RIPE 74 in Budapest. As part of the host's duties, János took part in the Program Committee's work, helped the RIPE NCC with the technical setup of the meeting, and gave a short presentation at the opening plenary.

Jean-Jacques Sahel

Jean-Jacques is a strong advocate for the open Internet and multi-stakeholder model of Internet governance, in Europe and beyond. For over 15 years in both the private and government sectors, Jean-Jacques has been involved in international government and regulatory affairs. He leads ICANN’s strategic plan for outreach, support and engagement with governments, private sector, civil society and user groups throughout the region. Working closely with the Internet community across Europe, he is focused on enhancing awareness, capacity and participation of all stakeholders in ICANN.

Before joining ICANN in 2014, Jean-Jacques headed government and regulatory affairs for Skype, then digital policy at Microsoft for Europe, Middle-East & Africa regions.

Joanna Kulesza

Joanna Kulesza, PhD is an assistant professor of international law and internet governance at the University of Lodz, Poland. She is also a Scientific Committee member of EU Fundamental Rights Agency (FRA) and represents European internet users within the At-Large Advisory Committee (ALAC) of the Internet Corporation for Assigned Names and Numbers (ICANN). She has served as an expert on human rights online for the Council of Europe and European Commission. Kulesza is a member of the Sino-European working group on application of international law to cyberspace managed by the Geneva Centre for Security Policy and European Commission. She also participated in the Sino-European Cybersecurity Dialogue (SECD) and provided research for the Global Commission on the Stability of Cyberspace (GCSC) working on international cybersecurity and human rights. She is involved in various research projects focused on human rights and cybersecurity, including a fundamental rights review pilot project for the European Parliament, where she is responsible for the fundamental rights review of European agencies policies, including Europol and Eurojust. From 2010 until 2018 served as Membership Committee Chair for the Global Internet Governance Academic Network (GigaNet).
Her recent monograph on “Due Diligence in International Law” (BRILL 2016) follows five other book publications and over 50 peer-reviewed papers on international law and Internet governance. She has been a visiting professor with the Oxford Internet Institute, Oslo University, Justus-Liebig-Universität Gießen, and Westfälische Wilhelms Universität Münster. Kulesza was also a visiting researcher with the University of Cambridge and Ludwig-Maximilians-Universität München as well as a scholar of the Robert Bosch Stiftung, Polish Ministry of Foreign Affairs and the Foundation for Polish Science. She often engages with various NGOs working on cybersecurity and human rights.

Károly Balázs Solymár

Dr. Solymár is the Deputy State Secretary for Infocommunication at the Ministry for Innovation and Technology since 2018. Before that, he worked at the Ministry of National Development as Deputy State Secretary for Infocommunication (2014-2018) and as Head of Department of ICT Regulation and Organization (2010-2013). He also worked in the Prime Minister's Office as Deputy Head of the Department of Infocommunication (2008-2010), in the Ministry of Economy and Transport, as Deputy Head of the Department of Infocommunication and e-Economy (2006-2008), and in the Ministry of Information Technology and Communication, as Deputy Head of the Department of Regulation (2003-2006). Dr. Solymár has studied at Eötvös Loránd University, Faculty of Law (summa cum laude) and was enrolled at the ELTE Bibó István College for Advanced Studies.

Katalin Baracsi

Katalin is a lawyer specialized in Family Law and Internet Safety Issues. After graduation, she became a voluntary childhood lawyer of the Blue Line Child Crisis Foundation. This volunteer work ended in 2012, where she had the opportunity to lead the children’s lawyer team. In 2009, she joined the Safer Internet Program of the European Union as an expert trainer. She held safe surf lessons across the border from here and beyond for all ages, mostly childrens and youth. In her interactive trainings (using media, game and drama pedagogies), she shared useful information about media literacy, legal information, internet safety and current trends. She has an active relationship with media representatives to make the subject of internet security in the more accessible and comprehensible. In parallel with the expert job, she has worked in the Ministry of the Interior in the Personnel Development Directorate General and then in the National Crime Prevention Council where she also worked in the fields of children and youth. She is a member of several professional bodies (e.g. the Internet Roundtable for Child Protection, No Hate Campaign Committee, National Youth Council – International Working Group) and a contributor to several programmes (e.g. Safer Internet Program, Mountain Protection, Preventing Crime in the Digital World, Let's Be Safe for You - Safe Life). As a freelancer expert, she is currently working as a consultant for NGOs and governmental bodies.

Krzysztof Izdebski

Levente Nyakas

Dr. Levente Nyakas LL.D. PhD received his law degree in 1997 from Eötvös Loránd University (ELTE) and a diploma in communication in 2002 from the ELTE Faculty of Humanities. He worked as a legal advisor at the National Radio and Television Commission between 1997 and 2003 and was a researcher at the Institute of Applied Communication Sciences from 2004 to 2010 where he did international comparative legal research. He completed his studies in the Doctoral School of Law and Political Sciences of Széchenyi István University where he defended his doctoral thesis in 2018, titled “Following the traces of media pluralism – The theoretical foundations and interpretation of the principle of media pluralism in certain policies of the European Union (with special regard to audiovisual and media policy), its legislation and institutional practices”.

In 2011, he joined the National Media and Infocommunications Authority (NMHH) where he now heads the Institute for Media Studies of the Media Council which produces media analyses and conducts legal and social sciences research related to the media.

His main research area is the European media policy and media regulation. Currently, he is interested in the problems related to media pluralism in the new media environment (e.g. problems of AI, disinformation), the sustainability of the dual media model in Europe and the future of media regulation in the internet age.

He has more than fifty scientific publications (e.g. articles, book chapters, books, reviews) in different fields of media law and has a wide teaching experience. Currently, he is visiting lecturer at Corvinus University and at Metropolitan University of Budapest.

Liljana Pecova-Ilieska

Liljana Pecova-Ilieska is the CEO of IMPETUS and Program Director for Privacy and Internet, which addresses matters of good governance, transparency, accountability and openness of institutions. She has ten years of experience in the Ministry of Interior of Macedonia, followed by an advisory position at the Data Protection Agency, where she was part of the Expert Working Group of the National Inter-Sectoral Body for Human Rights Protection. She also worked as a Public Relations Manager within the Data Protection Agency.

She is author of several research papers in data protection, as well as part of the Expert group preparing the postgraduate program curricula in this field. She has a wide data protection expertise in social media, public relations and marketing and is a certified trainer.

She is also a Community member of SEEDIG – EuroDig – Sub regional and Regional Internet Governance Forum (IGF) Initiatives, as well as one of the Founders of IGF initiative in Macedonia. She has been a panelist of several national and international conferences and Council of Europe’s activist for No hate speech Campaign.

Oliana Sula

Oliana Sula is a doctoral student at Estonian Business School, Tallinn, Estonia and a lecturer and researcher at Department of Management, Faculty of Business, University "Aleksander Moisiu" Durres, Albania. Her research focuses on online social networks, youth entrepreneurship, online networking competencies, digital competencies and internet governance. She has published several research articles and she participated in several scientific conferences. She is engaged in regional, european and global initiaves on digital literacy and internet governance.

Ottó Dalos has been the CEO of CISCO in Hungary since 2017, after a long professional career at the company as Regional Sales Manager (2011-2017), Client Executive (2007-2011) and Account Manager (2000-2007). Prior to that, he worked at Motorola Hungary as a Business Development Manager (1996-2000), at Ericsson Hungary as an Account Manager (1994-1996) and at Kontrax as a Product Manager (1989-1994). He earned an MSCEE from the Technical University of Budapest in 1989. Outside the professional arena, is is also athe Deputy Chairman of HTTP Alapítvány in Hungary.

Péter Major

United Nations Commission on Science and Technology for Development (UN CSTD)

Péter Major is vice-chair of the United Nations Commission on Science and Technology for Development (UN CSTD). He actively participated in various activities of the International Telecommunication Union (ITU), the Internet Governance Forum (IGF), the Economic and Social Council (ECOSOC), World Summit on Information Society (WSIS) and other international forums for more than 30 years. Péter chaired the CSTD Working Group on the Improvements of the Internet Governance Forum. Subsequently he chaired the CSTD Working Group on Enhanced Cooperation. Peter was a member of the IGF Multi-stakeholder Advisory Group and he is vice-chair of the Radiocommunication Advisory Group (RAG) of ITU Radiocommunication Bureau (ITU/BR), as well as an alternate representative of Hungary on the Governmental Advisory Group of ICANN (GAC).

While working for the ITU/BR Péter conducted workshops on the BR information system and in particular on the use of Space Network Systems Online (SNS Online): this web based query and submission system developed by Péter, launched in 1995, is still being used by space radiocommunication engineers, regulators and policy maker.

Péter published many articles and papers on a variety of subjects including radio regulations and software used by the BR, internet governance and cyber security. He has been participating in the activities of the IGF and WISIS Forum since 2008 and has been on main sessions and workshops as speaker, moderator and panelist. Péter is faculty member of the European Summer School on Internet Governance (Meissen, Germany) and he is visiting professor at the Higher School of Economics, National Research University (Moscow, Russia). He has been invited to give presentations during the 10-year review of WSIS in the UN, to participate as keynote speaker, moderator or panelist at conferences, academic courses and technical forums.

Predrag Tasevski

Predrag TASEVSKI holds a Master of Science in Engineering in the field of Cyber Security from TTÜ Estonia, then he obtained a Post-Master degree (Diplôme d'Ingénieur de specialisation) in Security in Computer Systems and Communications from Elite school EURECOM, France. Currently, he is a cloud security engineer and based in Berlin, Germany.

His objective research interests are in the field of cyber security, cyber defence, cloud security, security awareness, risk assessment, identity/risk management, cyber risk, cyber insurance, awareness-raising, socio-technical aspects, data scientist and hacktivist and so on.

Predrag is an author of two paperback books, as well as being published in international conferences, magazines, journals and he is a blogger at ResPublica. Moreover, he is a co-founder of Internet Governance Forum Macedonia (IGFMKD) and Macedonian representative of DiploFoundation, mentor at Startup - Academy for Young Entrepreneurs, and he is a Microsoft Certified Trainer (MCT) and a Lead/External Auditor for ISMS.

Today, he is a Subject-matter expert (SME) in Cloud Security and he is based in Berlin.

Zoltan Rajnai

Professor Dr. Zoltán Rajnai is currently the National Cyber Coordinator of Hungary and professor at the Obuda University. Previously, Dr. Rajnai served as Colonel in the Hungarian Defense Forces (1981-2013) and was professor at the National Defense University in the field of Information, info-communication and telecommunication systems (1993-2013).

Since 2015, Dr. Rajnai also is the Dean of faculty of Mechanical and Safety Engineering, Head of Doctoral School on Safety and Security Sciences with main responsibilities in the field of Cyber Security, Information Security, info-communication and telecommunication systems. Dr. Rajnai received education from the High School at the Hungarian Defense Forces (1981-1985), the Military Academy (1990-1993), the Doctoral School on Military Sciences (1997-2000), and the Joint Defense College-Paris, France (2003-2004).
